Internet users are no more only conten t consumers, but also content provider. Citizens, individually or as a group, have now the possibility of easily diffusing data and information, coming from official sources and often intended to be kept confidential or re stricted. This can promote the transparency in the relationship between public organiza tions and citizens. To make it possible, subjects not directly interested in the process of information diffusion, like the service providers, must be engaged. They come then in the position to promote or hamper this phenomenon, and consequently the transparency. On this background, this paper uses agency theory to i nvestigate the “Cablegate” case involving WikiLeaks, that gained widespread global attention for the diff usion of documents unveiling the activities of the US diplomacy.

We propose relationship strength in so cial media using folksonomy. We concretely estimate similarity between web pages in social bookmarking services using a tag vocabulary. A social bookmarking service is one of the most famous social media on the Internet. Since the web pages are selected according to users' interests but not their contents, in the services the classification of them is different from one in ordinary content-based approaches. In this pape r we focus relationship st rength estimation among web pages using a tag vocabulary. Avoiding a problem that tags includes some ambiguities among users, a similarity between web pages is defined in each user at first. The similarities are integrated over all users regarding the frequency of evaluation and a variance of the similarities. At last social bookmarking data are represented as a weighted network and it is easy to capture the relationships among all web pages registered in a social bookmarking service. To ev aluate our proposed approach we carry out some experiments using real social bookmarking service, Buzzurl social bookmarking service. Then we confirm the proposed approach is superior to some comparative approaches and our proposed approach can capture more related web pages.

Africa in general is said to still be lagging behind th e developed nations in terms of workforce skills, and South Africa is not an exception. The problem of skills inadequacy, it is argued, has a negative effect on enterprises as it presents hurdles to the country’s economic development object ives. Small, medium and large organizations tend to suffer from the said issue. In the context of South Afri ca, parastatals, as vital enterprises to the growth of the economy are also exposed to the adverse effects of relevant skills shortage. To this point, parastatals have to continua l find ways to curb the inadequacy of relevant skills. This paper aimed to show how releva nt skills, in a large South African parastatal, could be transferred among employees through a Learning Management Syst em. This is done by following a case study method on the ways in which ElecKom corporate services promotes and facilitates relevant skills transfer through its adopted learning management system. Fo llowing the interpretivist research paradigm, Activity Theory underpinned the study. The paper conclu des that the issues of relevant skills shortage may be curbed through knowledge and skills transfer using learning management systems as enabling tools, so long as the systems ar e contextualized sens itive to the organizat ional culture and the background of employees.

The study of IT adoption is a recurrent topic in IS research. In the healthcare sector and hospitals, the adoption of IT is predominantly justified by the desi re to prevent medical errors and increase patients’ safety (Menachemi et al., 2007). Ho wever, researchers such as Mc Kee and Healy (2002) have observed that hospital reorganisations have re ceived far less attention from researchers in Europe than is the case in the United-States. Therefore, the objective of this paper is to develop a research agenda focused on IT adoption in European healthcare organisations and to bring the new insights that can be gained from a more sociological, institutional view of the adoption process.

In the requirement specification phase, several use rs express the same requirement. In fact, they are situated in different contexts. The context detection of such expressed requirement faces many problems. Among these problems, we cite the implicit aspect o f a context. In this work, we propose an approach t o detect the requirement context by expliciting this context notion with contextual parameters. Our approach is able to infer the context after knowing the contextual parameters of the user requirement. To realize our proposed approach, we updated the ContextOntoMR prototype.

Animats are artificial creature studied in Alife. Musculo-skeltal structure is a skeleton control model usually used for humanoids. We appl y the musculo-skeltal structure to simple swimming animats. The purpose of this study is to acquire proper locomoti on of animats in a virtual water environment. The locomotion control is acquired by use of neuro-e volution. The evolved locomotion, swimming, is analyzed by comparing them with those of rigid- bodies and joints model. Results show that the musculo-skeltal structure becomes possible to swim by large oscillation.

In this work we address the extended interaction with video in virtual walkthrough. We present an algorithm for automatic extraction of camera positions during the video recording. The algorithm creates a b-spline curve, which represents the camera movement. We propose using this curve as an interactive element. The user can with help of this element change his position in video file according to his position in the virtual walkthrough and not only according to time. With this element we extend the standard interaction with video and also the user has additional information about his position during the presentation. We also present an algorithm for obj ect tracking inside vide o and creation of object representative. We are using this representatives as an informa tion for the users about additional information for selected object. We extended the interaction within the video and the user can view other information on demand.

Rendering of Water Splash

We propose a simple method for rende ring water splashes occurring on object's surface. Based on the result of having analyzed movies which recorded experiments of dropping waterdrops, we create three types of models of the water splash. The proposed method allows us to do the followings; (1) Generation of the water splash for which the material and th e wetting condition of the waterdrop-landing surface are reflected. (2) Calculation of the orbit of the water splash considering with the influence of the gravity and the air resistance. (3) Generation of the water splash which reflects the incident direction of the fallen waterdrop. We confirmed the usefulness of the proposed method through generating animations.

This paper covers a novel learning algorithm fo r a HMM (Hidden Markov Model) based on PSO (Particle Swarm Optimization) is addressed, and a new video action recognition approach is proposed. Firstly, we extract the features of the action's trajectories from each of the target objects. Then, we compare them with the semantic event probability produced in the HMM. Secondly, we improve the HMM by modifying its learning algorithm parameters based on PSO. This has the advantage of changing the computational learning level of the HMM from a resu lt that is locally optimal to one that is globally optimal; Meanwhile, it can avoid the common computa tional errors associated with data overflow. Finally, we identify the objective activity patterns using the Time Wa rping Method by matching event probability sequence. Practical data experiments show that the pres ented algorithm is efficient by reflecting the real activities and can influence how the problem is attacked. The comparative experiments also show that it has advantages over the Baum-Welch algorithm and other famous methods.

An organisation’s competitivene ss relies heavily on its business pr ocesses, and business processes nowadays are automated through Web Services to allow organisations to be more flexible in the face of change. However, bridging the gap between business process pa tterns and Web Services is an important yet challenging task and therefore this paper aims to describe an approach that facilitates the mapping of useful Web Services to business re quirements via the adoption of busin ess process patterns. This paper adopts a design research method for formulating a nd applying a new mapping framework for identifying the matching rules. To that end, tw o different repositories are mapped to one another: an ontology-based business process patterns repository and a Web Service software com ponent repository. An important feature of this ontological matching is providing richer semantics, which enables fuller, more flexible automation of service provision and use, and s upport the construction of a more powerful mapping framework. Our mapping exercise has brought to light some vital differences between the definition of business process elements and Web Service constructs. Finally, the research demonstrates the need to focus future research efforts on understanding th e importance of business process patterns as cornerstones of business process change, as well as identify directions for future research and practice.
